The Oklahoma House of Representatives and Senate both passed legislation Wednesday, Feb. 20, that would pave the way for horse processing plants to operate in Oklahoma. HB 1999, authored by Rep. Skye McNiel passed the House by an 82-14 vote. SB 375 by Sen. Mark Allen, was passed in the Senate by a margin of 38-6.
